If he attended the meeting after making such a big fuss, and afterwards the details of the meeting were divulged to the public he would be the obvious suspect. This way he cannot be blamed because he didn't attend. Hence, plausible deniability. Plausible deniability. Kucinich made a massive mistake in not attending that meeting IMO. He could have reported back to his constitutes and everyone else what took place there, now he has no idea.
