So Bush has turned it into "just a piece of paper" because he does not have to follow it under the COG. We must demand Congress investigate and take action to redeem our Congressional Powers over our government. Under the COG it is not "our government" it is the Presidents to do with as the President chooses. This is Imperialist Government. OUR Constitution says no Monarchy form of government, but here a King was created no doubt about it. Congress must change the rules of COG!
