NLE 09 is designated as a Tier I National Level Exercise. Tier I exercises (formerly known as the Top Officials exercise series or TOPOFF) are conducted annually in accordance with the National Exercise Program (NEP), which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises. The NEP was established to provide the U.S. government, at all levels, exercise opportunities to prepare for catastrophic crises ranging from terrorism to natural disasters.
NLE 09 is a White House directed, Congressionally- mandated exercise that includes the participation of all appropriate federal department and agency senior officials, their deputies, staff and key operational elements. In addition, broad regional participation of state, tribal, local, and private sector is anticipated. This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.
EXERCISE FOCUS
NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.
The NLE 09 scenario will begin in the aftermath of a notional terrorist event outside of the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure.
NLE 09 will allow terrorism prevention efforts to proceed to a logical end (successful or not), with no requirement for response or recovery activities.
NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.
EXERCISE OBJECTIVES
Through a comprehensive evaluation process, the exercise will assess prevention and protection capabilities both nationally and regionally. Although NLE 09 is still in the planning stages, the exercise is currently designed to validate the following capabilities:

VALIDATING THE HOMELAND SECURITY SYSTEM
Exercises such as NLE 09 are an important component of national preparedness, helping to build an integrated federal, state, tribal, local and private sector capability to prevent terrorist attacks, and rapidly and effectively respond to, and recover from, any terrorist attack or major disaster that occurs.
The full-scale exercise offers agencies and jurisdictions a way to test their plans and skills in a real-time, realistic environment and to gain the in-depth knowledge that only experience can provide. Participants will exercise prevention and information sharing functions that are critical to preventing terrorist attacks. Lessons learned from the exercise will provide valuable insights to guide future planning for securing the nation against terrorist attacks, disasters, and other emergencies.

Cheney’s revenge? Shades of NORAD ‘drills” and FEMA “tests” on 9/11. This thing is seemingly calculated for maximum destabalization. Turn British, Canadian and Mexican troops on US citizens just for good measure. Psy Op? False Flag? The appropriate authorities, starting with Barack Obama, should be swamped immediately with requests for explanations, clarifications etc.

This was initially posted on westernfrontamerica.com last week It was sent to as many other sites I could find. I too was concerned a ‘false flag’ scenario could transpire. I was compelled to send the message to the governors of the affected states plus about 150 legislators I thought would see the gravity of this ludicrous expedition. My only comfort is that I am not alone for plausible danger we all may experience.

I decided to post this memo for the timing of the ‘exercise’. I believe Obama may manipulate it to serve his agenda, i.e., he and Emanuel will create a ‘false flag assault’ in one or more of the heartland southern states. Reason? He and Rham value crises and they will not waste them. His urgent mission is to suborn America ASAP via his outlandish expenditures, holds the power to cancel the congressional recess, and will detain the twits until his adamant diatribes (Adloph or Benito?) will badger then to comply.
Sir: I made an urgent call to your Anderson office. Lani answered the phone (a rare event). He claims my ‘intelligence’ flies well over his head, meaning he thinks I am Lupe boy crying wolf again.
1) A multinational army will ‘invade’ the heartland of US = states of NM, TX, LA, AR, and OK. It is billed as a test of FEMA/DHS’ preparations against a potential attack by terrorists. It will begin 5 days from now and end on 31 July—the date congress will adjourn. Thus my cry of wolf:
The composition of this military force is a mix of Mexican, Australian, Canadian, and UK , et al other alien elements. I wager their helmets will be the color of UN blue. Keep in mind that the ‘exercise’ is staged in the region where most red necks ‘cling to their bibles and guns’. I would assume that the farmers/ranchers will take umbrage to the presence of Mexican legionnaires in their back yards. Will they challenge the threat and respond aggressively? In the face of his sinking polls, Obummer bin Liar fears his delusional dream will not materialize by the time congress adjourns. Not to worry, for super thug will save the day.

Simultaneously, he will issue an ukase which will empower the FEMAnized AG to confiscate all the guns where ever they are found. Even passive resisters will be dealt with ‘extreme prejudice’.
Under martial law, the ‘whiners and cowards’ will genuflect and accept any burdens from Baal Obama in the name of peace. Sound Biblical? Damn right!
2) You must stop the illegal giveaway of a dozen Alaskan islands to Russia which has been ordained by the czars of Woe Bama’s politburo. Nor should you cede your power to the monstrosity from The One sitting in the white Dacha of WADC. Outrageous and dramatic? Damn right!

Addendum: Among the Mexican army there must be many who identify with the narco terrorists and/or elements of al Quaeda. It seems a no-brainer the latter will be AWOL when the Federales depart to Mexico after the so called exercise is over on 31 July. The ‘left behinds’ will melt into the woodwork and unite with their comrades already in our midst.

What a wonderful and trying week was this! I toggled 240 ‘page-down’ clicks from top to bottom in the reply section over 7 days on this website alone (wordpress). That’s a load of commentary protesting NLE-09. If you’re like me, you duplicated your words in countless other places. I doff my hat to all of you, but do not rush out tomorrow to buy a bigger cap. Monday will be the day when the cruel war will resume, and we must fight again, for the enemy among us is relentless.
Yes, Pollyanna now sits high on her teeter-totter perch and Cassandra’s weight keeps her there. Should the latter abandon her seat, the former will crash and die for lack of air. We wage this cruel war for for the Pollyanna’s of US, if not the world.
To the editors of this site, I suggest they implement a ‘cap-and-trade’ policy to encourage poignant pith than wilting words. If a respondent’s verbiage exceeds 300, the writer should be taxed at a nickel/word beyond and his opinion will be truncated until Occam’s Razor is sufficed. For economy, the unending cruel war requires Sharp’s shooters, not inaccurate scatter guns. Including this last sentence this message is comprised of 212 words.

It may be my fault that a wonderful website has crashed. I hope won’t happen here. I was one of the the first to email the WADC snitch site 4-5 days ago. We of the like minds have since stuffed endless verbiage into that rabid hole. I suggest you google your true name and see what comes up. I started entering mine three weeks ago, but I had to tag my name with ‘nle-09′ of ‘blog’. Since yesterday, my name was enough to get me three pages concerning all the stuff I have unabashedly stated on several sites. Obviously this is one of them. The hounds of Bastardville are coming to your neighborhood theater soon. Should I suddenly suspend my input, I will be in a dark place under a blinding 500 watt klieg light while bound in a steel chair.
Don’t give up. The more they stir us, the more we stink.

Have any of you tried recently to send a message to Axelrod’s snoop site? Earlier this week, I was blocked with an error message stating ‘this page is temporarily whatever…’
I changed my screen name and they accepted my memos as of yesterday. When the word count exceeds the query box limit, I had to break it into several increments to abide that parameter. No problem. Today, the site accepts as many words as I stuff into the box now. However, after the notation is sent, the site ‘thanks me for the memo. Great, er, ah, not so fast. When I toggle the ‘resend’ button returning me to the comment box, a yellow ribbon states the ‘message was not processed’ for lack of completion of the ’subject’ box. I ALWAYS check that box. Nonetheless, I repeat it and have noted my input remains as it was before I submitted it. Ergo, this is their ploy to blockade information they choose not to read.

Have any of you encountered the Rorschach test before you are enabled to submit comments in Axelrod’s wacky wiki flag site? The blots are impossible to decipher. I was so frustrated for so many failures to register my plaints, I made several photos to verify that I had accurately done so. My messages were constantly rejected because I was accused for failing to translate their goofy graffiti.
Try accessing the ’site’. When the gov tires of your tirades, you will be challenged with the gauntlet of undecipherable ink blots. The scribbled ‘art work’ appears to be the product of the three benighted monkeys. In fact, the ploy smacks of the CIA caveat known as ‘plausible denial’.

I sent this message to most senators and several reps. Whether we like them or not, they are all we have to somewhat represent us. The destroyers are relentless. We word warriors must be unrelenting ourselves. Write right and write often.

For more that five years, we of the like minds sent numerous letters suggesting how to safe guard our homeland against alien infiltration:
1. We urged the legislators to mandate the protection of both borders with with armed troops: No less than 60-80,000 south and 50-70,000 north. Squads should be posted no more than 1/4 mile of separation. Larger forces at the rear would be available when conflicts arise. Too late, our soldiers are occupied to secure ‘freedoms’ in foreign lands.
2. Two summers ago, we ‘word warriors’ waged a vociferous campaign against McCain’s amnesty bill. We won, but too late.
3. We suggested the formation of a real cavalry–on horseback–than noisy and inefficient ATV’s. Recently, wild mustangs are now being broken by prison inmates for that purpose. About time, but too late.
4. We used our pens and keyboards to warn the people of the danger of a Marxist in the white house. We used the analogy of ‘how to cook a frog’. While Americans are awakening, the donkeys are yet hungover from the intoxication of their triumph over the pachyderm. If they don’t sober up soon, the thuggish politburo will soon supplant them. If the frogs in government are cooked, what will become of the tadpoles?
Conclusion:
For more than twenty years, this government has ignored the need of secure borders to maintain our sovereignty. Greed for the bottom line, they refused to gird the borders. Now, we have a ‘president’ who seeks the denouement of our dominion–or what is left of it. Are we too late to eject this flotsam from our ship of state–the country he obviously despises?

I saw this coming months ago. I call it ‘retroactive impeachment’. I know that phrase sounds oxymoronic, yet how else can one describe this psychotic regime but as a gang of brutish oxen herding the morons of this nation?
They will pick on the little guys at first. The allegations will trickle up the order to Cheney and Bush. The ‘world court’ will indict them for ‘crimes against humanity’.
No sitting president has ever permitted such a ploy to suborn his predecessor. The pragmatic reason is that all presidents fear reprisal by their successors. So what is Obama’s rationale to tempt his own fate? Simple. He believes his ‘successor’ will be himself. Worse, he may realize his whimsical dream–the first and last president of the NWO.
I’ll wager 5,000 ameros that it is so. I have spoken boldly like this for years before Glenn Beck urged us so do likewise.

I cannot verify if the ‘Shepherd law’ has passed in the senate. There is only old news about while it was in the house entitled HR 1913. I sent this letter to the elites in upper chamber:

Was the illicit S. 909 stealthily inserted in the GE J-35 military bill or not? If so, is it being considered in ‘conference’ and possibly tossed out? I cannot discover the definitive status of this craven clause against the 1st Amendment of the Constitution. Nor can I believe that 69 of your peers voted for this travesty. When the citizens discover their senators had supported the sinful ‘hate crime (thought) crime bill’, they will be recalled for the betrayal of their trust in you. Do you hear your Indianans, Lugar and Bayh?
