Creating a market to buy and sell commodities that have no intrinsic value. Correct me if I’m wrong. We’re supposed to get clean air by having these offsets to trade. Yet, the only way to earn the offset is to produce dirty air. Your Congress is creating a vehicle which makes it profitable to pollute. Ten years from now, this can’t be called an unintended consequence. It’s got to be an intended consequence because it doesn’t do anything else; except provide bloated bureaucracy.
