(SedaliaDemocrat) – The U.S. Department of Defense announced Monday that Missouri will be one of 10 states to host National Guard Homeland Response Force units to help coordinate federal response to a terrorist attack.

The Defense Department will place one unit in each of the 10 Federal Emergency Management Agency regions. Missouri is located in Region VII, which administers FEMA programs and coordinates federal disaster response in Missouri, Iowa, Kansas and Nebraska.

According to the DoD announcement, the move came about following the 2010 Quadrennial Defense Review — a congressionally mandated report put together every four years that highlights changes and challenges in national defense strategy. The 2010 report calls for improved coordination with civilian officials and providing resources for large-scale emergency response.

In addition to Missouri, Massachusetts, New York, Pennsylvania, Georgia, Texas, Utah and California will host the remaining homeland response forces. The DoD announced in June that Ohio and Washington would host the first two units, and are slated to be established in FY 2011. Read full article

(WashingtonTimes) – President Obama on Wednesday briefly dropped by and addressed a meeting at which industry figures were being updated on U.S. cybersecurity efforts, acknowledging more progress was needed on the issue but blaming George W. Bush administration efforts as inadequate.

The meeting was led by White House Cybersecurity Coordinator Howard Schmidt, Homeland Security Secretary Janet Napolitano and Commerce Secretary Gary Locke and was attended “by an array of cybersecurity stakeholders from across the country,” a statement from the White House said.

One of the stakeholders, Larry Clinton, president of the Internet Security Alliance, told The Washington Times that while he credits the administration for some improvements since its cybersecurity policy was rolled out more than a year ago, there was disappointment about the speed of progress. (WashingtonTimes) – Does Congress have the power to tell people what to eat? Maybe you think that’s a stupid question. Nonetheless, it was a question that Supreme Court nominee Elena Kagan was unwilling to answer. The question was posed to Ms. Kagan by Sen. Tom Coburn, Oklahoma Republican, during her Senate hearings. In trying to avoid answering the question, Ms. Kagan responded by saying, “Sounds like a dumb law,” but she did admit that just because a law might be dumb does not make it unconstitutional. And that was the extent of her answer.

So, can Congress tell us what we should eat? Well, back in 1942, the Supreme Court decided that, indeed, Congress basically can do just that. In the infamous case of Wickard v. Filburn, the U.S. government ordered the owner of a small farm in Ohio, Roscoe Filburn, to cease and desist growing wheat to feed his chickens. Filburn had no intention of selling the wheat, but, nonetheless, he was ordered to destroy it and pay a fine for having the temerity to think he could grow wheat for is own consumption without permission from the U.S. Congress. For the first time in half a decade, rock legends Pink Floyd reunited for a benefit concert in England to raise money for young Palestinian refugees, MSNBC reported Tuesday.

Roger Waters and David Gilmour, joined by a full stage of keyboardists and drummers, both picked up the guitar to play for the more than 200 fans gathered to see the Oxfordshire concert. The reunion was unpublicized prior to the curtain’s rise.
